“Payments by results” (PBR) is of increasing interest in the UK international development sector as a public policy instrument. It describes an arrangement where results are agreed in advance and the supplier applies its discretion on how to achieve these results, and also agrees to submit to independent scrutiny.
- Deep understanding of the NGO context
When working with NGOs in this area, we will combine our knowledge of various PBR initiatives (by DFID, the World Bank and the EU) with a deep understanding of the NGO context to make tailored recommendations about how to respond to the opportunities and challenges that this represents.
- Risk identification and mitigation
As part of the context of the contracting environment, we work with NGOs to identify the key risks associated with financing options and propose processes for mitigating these risks.
- Integration of processes and procedures into your organisation
To enable a consistent application of guidelines and approach across organisations and across projects, we can provide support to develop adapted tools. Once the policy and processes are agreed, we support organisations to adapt their finance procedures to reflect the agreed process and new information needs.
We can also offer advice on how to approach an appraisal of the ‘market’ for contracting (external intelligence gathering), including negotiation with stakeholders in a consortium (partner identification and review of previous relationships) and an overview of the pre-bid phase to support proposal development (negotiation of roles during proposal preparation, communications and privacy, budget protocols and the share of contract value).
